交通强国建设纲要

建设交通强国是(shi)以(yi)习(xi)近平同(tong)志为核心的(de)党中(zhong)央立足国情、着眼全局、面向(xiang)未(wei)来作(zuo)出的(de)重(zhong)大战略决策(ce),是(shi)建设现(xian)代(dai)化经济体系的(de)先行领域,是(shi)全面建成社会主(zhu)义(yi)现(xian)代(dai)化强国的(de)重(zhong)要支撑,是(shi)新时代(dai)做好(hao)交通工(gong)作(zuo)的(de)总抓手。为统筹推(tui)进交通强国建设,制定(ding)本纲要。

一(yi)、总体要(yao)求

(一(yi)(yi))指导(dao)思(si)想(xiang)(xiang)。以习近平新时代中国(guo)特色社会(hui)主(zhu)义思(si)想(xiang)(xiang)为指导(dao),深入贯彻党的(de)(de)十(shi)九大精神,紧(jin)紧(jin)围绕(rao)统筹(chou)推进“五位一(yi)(yi)体(ti)(ti)”总(zong)体(ti)(ti)布局和协调推进“四个全面(mian)”战(zhan)略(lve)布局,坚(jian)(jian)持稳中求进工作(zuo)总(zong)基(ji)调,坚(jian)(jian)持新发展(zhan)理念,坚(jian)(jian)持推动(dong)(dong)高(gao)质量发展(zhan),坚(jian)(jian)持以供给(ji)侧结(jie)构性(xing)改革为主(zhu)线,坚(jian)(jian)持以人民为中心(xin)的(de)(de)发展(zhan)思(si)想(xiang)(xiang),牢牢把(ba)握交通(tong)(tong)“先(xian)行官”定(ding)位,适度超前,进一(yi)(yi)步解放思(si)想(xiang)(xiang)、开拓(tuo)进取,推动(dong)(dong)交通(tong)(tong)发展(zhan)由(you)追求速度规模向(xiang)更加注(zhu)重质量效(xiao)益转变(bian),由(you)各种(zhong)交通(tong)(tong)方(fang)式相对(dui)独立发展(zhan)向(xiang)更加注(zhu)重一(yi)(yi)体(ti)(ti)化融合发展(zhan)转变(bian),由(you)依靠传(chuan)统要素驱动(dong)(dong)向(xiang)更加注(zhu)重创(chuang)新驱动(dong)(dong)转变(bian),构建安全、便捷、高(gao)效(xiao)、绿色、经济(ji)的(de)(de)现(xian)(xian)代化综合交通(tong)(tong)体(ti)(ti)系,打造一(yi)(yi)流(liu)设(she)施(shi)、一(yi)(yi)流(liu)技术、一(yi)(yi)流(liu)管(guan)理、一(yi)(yi)流(liu)服务,建成人民满意(yi)、保障有力、世界(jie)前列的(de)(de)交通(tong)(tong)强国(guo),为全面(mian)建成社会(hui)主(zhu)义现(xian)(xian)代化强国(guo)、实现(xian)(xian)中华民族伟大复兴中国(guo)梦提供坚(jian)(jian)强支撑。

(二)发展目标

到2020年,完成(cheng)决胜全面建成(cheng)小康社(she)会交(jiao)通(tong)建设任务和“十三五”现代综合(he)交(jiao)通(tong)运输体(ti)系发展(zhan)规划各项(xiang)任务,为交(jiao)通(tong)强国建设奠(dian)定坚实基础(chu)。

从(cong)2021年到本世(shi)纪中叶,分两个阶段推进交通强国建(jian)设。

到2035年,基(ji)(ji)本(ben)(ben)(ben)(ben)建(jian)成(cheng)交(jiao)通强(qiang)国(guo)。现(xian)(xian)代化综合交(jiao)通体系(xi)基(ji)(ji)本(ben)(ben)(ben)(ben)形成(cheng),人民满意(yi)度明(ming)显(xian)(xian)提(ti)高(gao),支撑(cheng)国(guo)家(jia)现(xian)(xian)代化建(jian)设能(neng)力(li)显(xian)(xian)著增强(qiang);拥有(you)发达(da)的(de)快速网、完善(shan)的(de)干(gan)线网、广泛的(de)基(ji)(ji)础(chu)网,城乡区(qu)(qu)域交(jiao)通协调(diao)发展(zhan)达(da)到新高(gao)度;基(ji)(ji)本(ben)(ben)(ben)(ben)形成(cheng)“全(quan)(quan)国(guo)123出(chu)(chu)行交(jiao)通圈”(都市(shi)(shi)区(qu)(qu)1小时(shi)(shi)通勤、城市(shi)(shi)群2小时(shi)(shi)通达(da)、全(quan)(quan)国(guo)主要城市(shi)(shi)3小时(shi)(shi)覆盖)和“全(quan)(quan)球123快货物流圈”(国(guo)内1天(tian)送达(da)、周(zhou)边国(guo)家(jia)2天(tian)送达(da)、全(quan)(quan)球主要城市(shi)(shi)3天(tian)送达(da)),旅客联程运输便捷顺畅,货物多式联运高(gao)效经济;智(zhi)能(neng)、平安、绿色、共享(xiang)交(jiao)通发展(zhan)水平明(ming)显(xian)(xian)提(ti)高(gao),城市(shi)(shi)交(jiao)通拥堵基(ji)(ji)本(ben)(ben)(ben)(ben)缓(huan)解,无障碍(ai)出(chu)(chu)行服务体系(xi)基(ji)(ji)本(ben)(ben)(ben)(ben)完善(shan);交(jiao)通科技创(chuang)新体系(xi)基(ji)(ji)本(ben)(ben)(ben)(ben)建(jian)成(cheng),交(jiao)通关键装备先进安全(quan)(quan),人才队伍精良,市(shi)(shi)场环境(jing)优良;基(ji)(ji)本(ben)(ben)(ben)(ben)实现(xian)(xian)交(jiao)通治(zhi)理(li)(li)体系(xi)和治(zhi)理(li)(li)能(neng)力(li)现(xian)(xian)代化;交(jiao)通国(guo)际竞争力(li)和影响力(li)显(xian)(xian)著提(ti)升。

到本世(shi)(shi)纪中(zhong)叶,全面建成人民满意、保障(zhang)有力(li)(li)、世(shi)(shi)界前列(lie)(lie)的交(jiao)通强(qiang)国(guo)(guo)。基础设施规(gui)模质量、技(ji)(ji)术装(zhuang)备(bei)、科技(ji)(ji)创新能(neng)力(li)(li)、智能(neng)化与绿(lv)色化水(shui)平位居世(shi)(shi)界前列(lie)(lie),交(jiao)通安全水(shui)平、治理能(neng)力(li)(li)、文明程度、国(guo)(guo)际(ji)(ji)竞争力(li)(li)及影(ying)响力(li)(li)达到国(guo)(guo)际(ji)(ji)先进水(shui)平,全面服(fu)务(wu)和保障(zhang)社会主义现代化强(qiang)国(guo)(guo)建设,人民享有美(mei)好交(jiao)通服(fu)务(wu)。

二、基础设施布局完善、立体互联

(一)建设(she)(she)现(xian)(xian)代化(hua)高质(zhi)量综合立(li)体交(jiao)通网(wang)络。以(yi)国(guo)家发展规划为依(yi)据,发挥国(guo)土空(kong)间(jian)规划的(de)指导和(he)约束作用,统(tong)筹铁路、公路、水运(yun)、民航、管道、邮政等(deng)基础设(she)(she)施规划建设(she)(she),以(yi)多中心、网(wang)络化(hua)为主形态,完善多层(ceng)次网(wang)络布局(ju),优化(hua)存量资源配置,扩(kuo)大优质(zhi)增量供给,实现(xian)(xian)立(li)体互联,增强系统(tong)弹(dan)性。强化(hua)西部(bu)地区(qu)补短板(ban),推(tui)进(jin)东北(bei)地区(qu)提质(zhi)改造(zao),推(tui)动中部(bu)地区(qu)大通道大枢纽建设(she)(she),加(jia)速东部(bu)地区(qu)优化(hua)升级,形成区(qu)域交(jiao)通协调(diao)发展新格局(ju)。

(二(er))构建(jian)(jian)(jian)便捷顺畅(chang)的(de)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)(群(qun))交(jiao)(jiao)通网(wang)。建(jian)(jian)(jian)设(she)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)群(qun)一体化交(jiao)(jiao)通网(wang),推(tui)进(jin)干(gan)(gan)线铁(tie)路(lu)、城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)际铁(tie)路(lu)、市(shi)(shi)域(郊)铁(tie)路(lu)、城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)轨道(dao)(dao)(dao)交(jiao)(jiao)通融(rong)合发(fa)展,完善(shan)(shan)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)群(qun)快速公路(lu)网(wang)络,加(jia)强(qiang)公路(lu)与城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)道(dao)(dao)(dao)路(lu)衔(xian)接。尊重(zhong)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)发(fa)展规(gui)(gui)律(lv),立(li)足促进(jin)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)的(de)整体性(xing)、系统(tong)(tong)性(xing)、生长性(xing),统(tong)(tong)筹安排城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)功(gong)能和用地布局,科学(xue)制(zhi)定和实施城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)综合交(jiao)(jiao)通体系规(gui)(gui)划。推(tui)进(jin)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)公共(gong)交(jiao)(jiao)通设(she)施建(jian)(jian)(jian)设(she),强(qiang)化城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)轨道(dao)(dao)(dao)交(jiao)(jiao)通与其他交(jiao)(jiao)通方式衔(xian)接,完善(shan)(shan)快速路(lu)、主次干(gan)(gan)路(lu)、支路(lu)级配(pei)和结构合理的(de)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)道(dao)(dao)(dao)路(lu)网(wang),打通道(dao)(dao)(dao)路(lu)微(wei)循环,提高道(dao)(dao)(dao)路(lu)通达性(xing),完善(shan)(shan)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)步行和非机动车(che)交(jiao)(jiao)通系统(tong)(tong),提升步行、自行车(che)等出行品质(zhi),完善(shan)(shan)无障(zhang)碍设(she)施。科学(xue)规(gui)(gui)划建(jian)(jian)(jian)设(she)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)停车(che)设(she)施,加(jia)强(qiang)充电、加(jia)氢(qing)、加(jia)气和公交(jiao)(jiao)站点等设(she)施建(jian)(jian)(jian)设(she)。全面提升城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)交(jiao)(jiao)通基础设(she)施智能化水平(ping)。

(三)形(xing)成广覆盖的(de)农(nong)村(cun)(cun)交(jiao)通(tong)基(ji)础设(she)(she)施网。全面推(tui)进“四好农(nong)村(cun)(cun)路”建设(she)(she),加(jia)快实施通(tong)村(cun)(cun)组(zu)硬化(hua)路建设(she)(she),建立规范化(hua)可持续管护(hu)机(ji)制。促进交(jiao)通(tong)建设(she)(she)与农(nong)村(cun)(cun)地(di)区(qu)(qu)(qu)资源开发(fa)(fa)、产(chan)业发(fa)(fa)展有机(ji)融合,加(jia)强特色农(nong)产(chan)品优(you)势区(qu)(qu)(qu)与旅(lv)游资源富(fu)集区(qu)(qu)(qu)交(jiao)通(tong)建设(she)(she)。大(da)力推(tui)进革命老区(qu)(qu)(qu)、民族地(di)区(qu)(qu)(qu)、边疆地(di)区(qu)(qu)(qu)、贫(pin)(pin)困地(di)区(qu)(qu)(qu)、垦区(qu)(qu)(qu)林区(qu)(qu)(qu)交(jiao)通(tong)发(fa)(fa)展,实现以(yi)交(jiao)通(tong)便利带动脱贫(pin)(pin)减贫(pin)(pin),深(shen)度贫(pin)(pin)困地(di)区(qu)(qu)(qu)交(jiao)通(tong)建设(she)(she)项目尽量(liang)向进村(cun)(cun)入户(hu)倾(qing)斜。推(tui)动资源丰富(fu)和人口相对密集贫(pin)(pin)困地(di)区(qu)(qu)(qu)开发(fa)(fa)性铁(tie)路建设(she)(she),在(zai)有条件的(de)地(di)区(qu)(qu)(qu)推(tui)进具备旅(lv)游、农(nong)业作业、应急(ji)救援(yuan)等功能的(de)通(tong)用机(ji)场建设(she)(she),加(jia)强农(nong)村(cun)(cun)邮政等基(ji)础设(she)(she)施建设(she)(she)。

(四)构(gou)筑多(duo)层级(ji)、一(yi)体(ti)(ti)化的(de)综(zong)(zong)合(he)交通(tong)枢纽(niu)(niu)体(ti)(ti)系(xi)。依托京津(jin)冀、长(zhang)三(san)角(jiao)、粤港澳大湾区等世界级(ji)城市群,打造具有全球竞争力(li)的(de)国际海(hai)港枢纽(niu)(niu)、航空枢纽(niu)(niu)和邮政快递核心枢纽(niu)(niu),建设一(yi)批(pi)全国性(xing)、区域性(xing)交通(tong)枢纽(niu)(niu),推(tui)进综(zong)(zong)合(he)交通(tong)枢纽(niu)(niu)一(yi)体(ti)(ti)化规划建设,提高换乘(cheng)换装(zhuang)水(shui)平,完善集(ji)疏(shu)运体(ti)(ti)系(xi)。大力(li)发(fa)展枢纽(niu)(niu)经(jing)济。

三、交通装备(bei)先(xian)进适用、完备(bei)可控

(一)加强(qiang)新(xin)型(xing)载运(yun)工具(ju)研发。实现3万吨级重载列车(che)(che)、时速(su)250公里级高速(su)轮轨货运(yun)列车(che)(che)等(deng)方(fang)面的(de)重大突破(po)。加强(qiang)智(zhi)能(neng)网联汽车(che)(che)(智(zhi)能(neng)汽车(che)(che)、自动(dong)驾驶、车(che)(che)路(lu)协同)研发,形成自主(zhu)可控完整(zheng)的(de)产(chan)业链。强(qiang)化(hua)大中型(xing)邮轮、大型(xing)液化(hua)天然(ran)气船、极(ji)地航行(xing)船舶、智(zhi)能(neng)船舶、新(xin)能(neng)源(yuan)船舶等(deng)自主(zhu)设计建(jian)造能(neng)力(li)。完善民(min)用(yong)飞机产(chan)品谱系,在大型(xing)民(min)用(yong)飞机、重型(xing)直(zhi)升机、通用(yong)航空器等(deng)方(fang)面取得(de)显著进展。

(二(er))加强(qiang)特种装备(bei)研(yan)发(fa)。推进隧道(dao)工(gong)程、整跨吊运安装设(she)备(bei)等工(gong)程机械装备(bei)研(yan)发(fa)。研(yan)发(fa)水下机器人(ren)、深潜水装备(bei)、大型(xing)溢油回收船(chuan)、大型(xing)深远海(hai)多功能救助船(chuan)等新(xin)型(xing)装备(bei)。

(三(san))推进装备(bei)技术升(sheng)级。推广(guang)新能(neng)(neng)(neng)源(yuan)(yuan)、清洁能(neng)(neng)(neng)源(yuan)(yuan)、智(zhi)(zhi)能(neng)(neng)(neng)化(hua)、数字化(hua)、轻量(liang)化(hua)、环保(bao)型(xing)交(jiao)通装备(bei)及成套(tao)技术装备(bei)。广(guang)泛(fan)应用智(zhi)(zhi)能(neng)(neng)(neng)高铁(tie)、智(zhi)(zhi)能(neng)(neng)(neng)道路、智(zhi)(zhi)能(neng)(neng)(neng)航运、自动(dong)化(hua)码头、数字管(guan)网、智(zhi)(zhi)能(neng)(neng)(neng)仓储(chu)和(he)分拣系统等新型(xing)装备(bei)设施,开发新一代智(zhi)(zhi)能(neng)(neng)(neng)交(jiao)通管(guan)理(li)系统。提升(sheng)国产飞(fei)机(ji)和(he)发动(dong)机(ji)技术水平,加(jia)强(qiang)民用航空(kong)器(qi)、发动(dong)机(ji)研发制造和(he)适(shi)航审定体(ti)系建(jian)设。推广(guang)应用交(jiao)通装备(bei)的智(zhi)(zhi)能(neng)(neng)(neng)检(jian)测监(jian)测和(he)运维技术。加(jia)速淘(tao)汰落(luo)后技术和(he)高耗低效交(jiao)通装备(bei)。

四、运(yun)输服务便捷舒适、经济高效

(一)推(tui)进(jin)出(chu)行(xing)服(fu)务快速化、便(bian)捷化。构(gou)筑以高铁、航(hang)空(kong)为主体的大(da)(da)容量、高效率(lv)区际快速客运(yun)服(fu)务,提(ti)(ti)升主要通(tong)道(dao)旅(lv)客运(yun)输能力。完善航(hang)空(kong)服(fu)务网络,逐(zhu)步加密机场(chang)网建设(she),大(da)(da)力发展支(zhi)线航(hang)空(kong),推(tui)进(jin)干支(zhi)有效衔接,提(ti)(ti)高航(hang)空(kong)服(fu)务能力和品(pin)质。提(ti)(ti)高城(cheng)(cheng)市群(qun)内轨道(dao)交(jiao)通(tong)通(tong)勤(qin)化水平,推(tui)广(guang)城(cheng)(cheng)际道(dao)路客运(yun)公交(jiao)化运(yun)行(xing)模式,打(da)造旅(lv)客联(lian)程运(yun)输系(xi)统。加强城(cheng)(cheng)市交(jiao)通(tong)拥堵(du)综合(he)治理(li),优(you)先发展城(cheng)(cheng)市公共交(jiao)通(tong),鼓励(li)引导绿色公交(jiao)出(chu)行(xing),合(he)理(li)引导个体机动化出(chu)行(xing)。推(tui)进(jin)城(cheng)(cheng)乡客运(yun)服(fu)务一体化,提(ti)(ti)升公共服(fu)务均等化水平,保障城(cheng)(cheng)乡居民(min)行(xing)有所乘(cheng)。

(二)打(da)造绿色高(gao)效的(de)现(xian)代物(wu)流(liu)(liu)(liu)系(xi)统。优(you)化运(yun)(yun)(yun)输(shu)结(jie)构,加快推进(jin)(jin)港口集疏(shu)运(yun)(yun)(yun)铁(tie)路、物(wu)流(liu)(liu)(liu)园(yuan)区及大型工矿企(qi)业铁(tie)路专用(yong)线等“公转(zhuan)铁(tie)”重点项目建设(she),推进(jin)(jin)大宗货物(wu)及中长距离货物(wu)运(yun)(yun)(yun)输(shu)向铁(tie)路和(he)水运(yun)(yun)(yun)有序转(zhuan)移(yi)。推动铁(tie)水、公铁(tie)、公水、空陆(lu)等联(lian)运(yun)(yun)(yun)发展,推广跨(kua)方(fang)式(shi)快速(su)换(huan)装转(zhuan)运(yun)(yun)(yun)标准化设(she)施设(she)备(bei),形成统一的(de)多式(shi)联(lian)运(yun)(yun)(yun)标准和(he)规则(ze)。发挥公路货运(yun)(yun)(yun)“门到门”优(you)势。完善(shan)航空物(wu)流(liu)(liu)(liu)网络,提(ti)升航空货运(yun)(yun)(yun)效率(lv)。推进(jin)(jin)电(dian)商物(wu)流(liu)(liu)(liu)、冷链物(wu)流(liu)(liu)(liu)、大件运(yun)(yun)(yun)输(shu)、危(wei)险品物(wu)流(liu)(liu)(liu)等专业化物(wu)流(liu)(liu)(liu)发展,促进(jin)(jin)城(cheng)际干线运(yun)(yun)(yun)输(shu)和(he)城(cheng)市(shi)末端配送有机衔接,鼓励发展集约化配送模(mo)式(shi)。综合(he)利用(yong)多种资源,完善(shan)农村配送网络,促进(jin)(jin)城(cheng)乡双(shuang)向流(liu)(liu)(liu)通。落实减(jian)税降(jiang)费政策(ce),优(you)化物(wu)流(liu)(liu)(liu)组(zu)织模(mo)式(shi),提(ti)高(gao)物(wu)流(liu)(liu)(liu)效率(lv),降(jiang)低物(wu)流(liu)(liu)(liu)成本。

(三)加(jia)速新(xin)业态(tai)新(xin)模式发(fa)展(zhan)。深化交(jiao)通(tong)运(yun)输与旅(lv)(lv)(lv)游(you)融合发(fa)展(zhan),推动(dong)(dong)旅(lv)(lv)(lv)游(you)专列、旅(lv)(lv)(lv)游(you)风景道、旅(lv)(lv)(lv)游(you)航(hang)道、自驾车(che)房车(che)营地、游(you)艇旅(lv)(lv)(lv)游(you)、低空(kong)飞(fei)行旅(lv)(lv)(lv)游(you)等发(fa)展(zhan),完善(shan)客运(yun)枢(shu)纽(niu)、高速公(gong)路(lu)服(fu)(fu)务(wu)(wu)区等交(jiao)通(tong)设(she)施旅(lv)(lv)(lv)游(you)服(fu)(fu)务(wu)(wu)功能。大力(li)发(fa)展(zhan)共享交(jiao)通(tong),打造基于移动(dong)(dong)智(zhi)能终端(duan)(duan)技术的服(fu)(fu)务(wu)(wu)系(xi)统,实现出行即服(fu)(fu)务(wu)(wu)。发(fa)展(zhan)“互联(lian)网+”高效物(wu)流,创(chuang)新(xin)智(zhi)慧物(wu)流营运(yun)模式。培育充满活(huo)力(li)的通(tong)用航(hang)空(kong)及市(shi)域(郊)铁(tie)路(lu)市(shi)场,完善(shan)政府购(gou)买服(fu)(fu)务(wu)(wu)政策,稳步扩大短途运(yun)输、公(gong)益服(fu)(fu)务(wu)(wu)、航(hang)空(kong)消费等市(shi)场规模。建(jian)立(li)通(tong)达全球(qiu)的寄递服(fu)(fu)务(wu)(wu)体系(xi),推动(dong)(dong)邮政普(pu)遍服(fu)(fu)务(wu)(wu)升级换代。加(jia)快快递扩容增(zeng)效和数字化转型(xing),壮(zhuang)大供应链(lian)服(fu)(fu)务(wu)(wu)、冷链(lian)快递、即时直递等新(xin)业态(tai)新(xin)模式,推进智(zhi)能收(shou)投终端(duan)(duan)和末端(duan)(duan)公(gong)共服(fu)(fu)务(wu)(wu)平台(tai)建(jian)设(she)。积极(ji)发(fa)展(zhan)无(wu)人机(车(che))物(wu)流递送(song)、城市(shi)地下物(wu)流配(pei)送(song)等。

五、科技创新富有活力、智慧引领

(一)促进(jin)资(zi)源节(jie)约(yue)集约(yue)利(li)(li)用(yong)。加强土地、海域、无居民(min)海岛(dao)、岸线、空域等资(zi)源节(jie)约(yue)集约(yue)利(li)(li)用(yong),提升用(yong)地用(yong)海用(yong)岛(dao)效率。加强老(lao)旧设施更新利(li)(li)用(yong),推广施工材料、废旧材料再(zai)生和(he)综(zong)合利(li)(li)用(yong),推进(jin)邮件(jian)快件(jian)包装绿色化(hua)(hua)、减(jian)量化(hua)(hua),提高资(zi)源再(zai)利(li)(li)用(yong)和(he)循环利(li)(li)用(yong)水平(ping),推进(jin)交(jiao)通资(zi)源循环利(li)(li)用(yong)产业(ye)发展。

(二)强(qiang)化(hua)(hua)节能(neng)减(jian)排和(he)污(wu)(wu)染(ran)防治(zhi)。优化(hua)(hua)交(jiao)通(tong)能(neng)源结构,推(tui)进(jin)新能(neng)源、清(qing)洁能(neng)源应用,促进(jin)公(gong)(gong)路货运(yun)节能(neng)减(jian)排,推(tui)动(dong)城市(shi)公(gong)(gong)共交(jiao)通(tong)工具和(he)城市(shi)物流配(pei)送车(che)辆全部实(shi)现(xian)电(dian)动(dong)化(hua)(hua)、新能(neng)源化(hua)(hua)和(he)清(qing)洁化(hua)(hua)。打好柴油货车(che)污(wu)(wu)染(ran)治(zhi)理攻坚战,统筹油、路、车(che)治(zhi)理,有效防治(zhi)公(gong)(gong)路运(yun)输大气污(wu)(wu)染(ran)。严格执行(xing)国家(jia)和(he)地方污(wu)(wu)染(ran)物控制标(biao)准及船舶(bo)排放区要求,推(tui)进(jin)船舶(bo)、港口(kou)污(wu)(wu)染(ran)防治(zhi)。降低(di)(di)交(jiao)通(tong)沿线噪(zao)声(sheng)、振动(dong),妥善处理好大型机场噪(zao)声(sheng)影(ying)响。开展绿色出行(xing)行(xing)动(dong),倡导绿色低(di)(di)碳出行(xing)理念(nian)。

(二)加强(qiang)资(zi)(zi)金(jin)(jin)保(bao)障。深化(hua)(hua)(hua)交(jiao)通投(tou)融(rong)资(zi)(zi)改革,增强(qiang)可持续发展能(neng)力(li),完善政(zheng)(zheng)府(fu)主导(dao)、分级负责(ze)、多元筹资(zi)(zi)、风险(xian)可控(kong)的资(zi)(zi)金(jin)(jin)保(bao)障和(he)运行(xing)管(guan)理体制(zhi)(zhi)。建(jian)立健(jian)全(quan)中(zhong)央和(he)地方(fang)各级财政(zheng)(zheng)投(tou)入保(bao)障制(zhi)(zhi)度,鼓励采用(yong)多元化(hua)(hua)(hua)市场融(rong)资(zi)(zi)方(fang)式(shi)拓宽融(rong)资(zi)(zi)渠道,积极引(yin)导(dao)社会(hui)资(zi)(zi)本参与交(jiao)通强(qiang)国建(jian)设,强(qiang)化(hua)(hua)(hua)风险(xian)防(fang)控(kong)机(ji)制(zhi)(zhi)建(jian)设。
