《国家综合立(li)体(ti)交通网规划(hua)纲要》


为加快建(jian)设交(jiao)通强(qiang)国(guo),构建(jian)现(xian)代(dai)化高质量国(guo)家综合(he)立(li)体(ti)交(jiao)通网,支撑现(xian)代(dai)化经济(ji)体(ti)系和社会(hui)主(zhu)义(yi)现(xian)代(dai)化强(qiang)国(guo)建(jian)设,编制(zhi)本(ben)规(gui)划(hua)纲要。规(gui)划(hua)期为2021至2035年,远景展望(wang)到本(ben)世纪中叶。

一、规划基础

(一)发展现状

改革(ge)开放特别是(shi)党的十八大(da)以来,在以习近平(ping)同志为核心的党中央坚强领导(dao)下,我国交(jiao)(jiao)通运(yun)输(shu)发(fa)展取得了举世瞩目的成(cheng)(cheng)就(jiu)。基础(chu)设施网络基本形成(cheng)(cheng),综合交(jiao)(jiao)通运(yun)输(shu)体(ti)系不断完善(shan);运(yun)输(shu)服务能力和水平(ping)大(da)幅(fu)(fu)提(ti)升,人民群众(zhong)获得感明(ming)显(xian)增(zeng)强;科技(ji)创新成(cheng)(cheng)效(xiao)(xiao)显(xian)著(zhu),设施建造、运(yun)输(shu)装备技(ji)术水平(ping)大(da)幅(fu)(fu)提(ti)升;交(jiao)(jiao)通运(yun)输(shu)建设现(xian)代化加快(kuai)推进(jin),安(an)全(quan)智慧绿色发(fa)展水平(ping)持(chi)续提(ti)高;交(jiao)(jiao)通运(yun)输(shu)对外开放持(chi)续扩大(da),走出去步伐不断加快(kuai)。交(jiao)(jiao)通运(yun)输(shu)发(fa)展有(you)效(xiao)(xiao)促进(jin)国土空间开发(fa)保护、城乡区域(yu)协调(diao)发(fa)展、生产力布局优化,为经济(ji)社会(hui)(hui)发(fa)展充分发(fa)挥基础(chu)性(xing)、先导(dao)性(xing)、战略性(xing)和服务性(xing)作用(yong),为决胜全(quan)面建成(cheng)(cheng)小康(kang)社会(hui)(hui)提(ti)供了有(you)力支(zhi)撑。

与(yu)此同时(shi),我国交(jiao)通(tong)(tong)(tong)(tong)运输发展(zhan)(zhan)还存(cun)在一些(xie)短(duan)板(ban),不(bu)平(ping)衡不(bu)充分问(wen)题仍然突(tu)出。综合交(jiao)通(tong)(tong)(tong)(tong)网(wang)(wang)络布局仍需完善,结构有(you)(you)待(dai)优(you)化(hua),互联互通(tong)(tong)(tong)(tong)和(he)(he)网(wang)(wang)络韧(ren)性还需增强;综合交(jiao)通(tong)(tong)(tong)(tong)统筹(chou)融(rong)合亟待(dai)加强,资源集约利用水(shui)平(ping)有(you)(you)待(dai)提高(gao),交(jiao)通(tong)(tong)(tong)(tong)运输与(yu)相关产业(ye)协同融(rong)合尚需深化(hua),全(quan)产业(ye)链支撑能力仍需提升;综合交(jiao)通(tong)(tong)(tong)(tong)发展(zhan)(zhan)质(zhi)量效(xiao)率和(he)(he)服务水(shui)平(ping)不(bu)高(gao),现代物流体系有(you)(you)待(dai)完善,科技创新能力、安(an)全(quan)智慧绿(lv)色(se)发展(zhan)(zhan)水(shui)平(ping)还要进一步提高(gao);交(jiao)通(tong)(tong)(tong)(tong)运输重点领域关键环节改革任(ren)务仍然艰巨。

(二)形势要求

当(dang)前和(he)今后一个时期,我(wo)国发(fa)(fa)展(zhan)仍(reng)处于重要战(zhan)略(lve)机遇(yu)期,但(dan)机遇(yu)和(he)挑战(zhan)都有新的发(fa)(fa)展(zhan)变化(hua)。当(dang)今世(shi)界(jie)正(zheng)经(jing)(jing)历百(bai)年未有之大变局,新一轮科(ke)技革命和(he)产业变革深(shen)入(ru)发(fa)(fa)展(zhan),国际(ji)力量对(dui)比深(shen)刻调(diao)整,和(he)平(ping)与发(fa)(fa)展(zhan)仍(reng)是时代主题(ti),人(ren)类命运共同体理(li)念深(shen)入(ru)人(ren)心。同时国际(ji)环(huan)境(jing)日趋(qu)复(fu)杂,不稳(wen)定性(xing)不确定性(xing)明显(xian)(xian)增加(jia),新冠(guan)肺炎疫情影响广(guang)泛(fan)深(shen)远,经(jing)(jing)济(ji)(ji)全球化(hua)遭遇(yu)逆(ni)流,世(shi)界(jie)进入(ru)动荡变革期。我(wo)国已转向高质(zhi)量发(fa)(fa)展(zhan)阶段,制度优势显(xian)(xian)著,经(jing)(jing)济(ji)(ji)长期向好,市场空间(jian)广(guang)阔(kuo),发(fa)(fa)展(zhan)韧(ren)性(xing)增强,社(she)会大局稳(wen)定,全面建设(she)社(she)会主义现代化(hua)国家新征程开启,但(dan)发(fa)(fa)展(zhan)不平(ping)衡(heng)不充分问题(ti)仍(reng)然突出。

国(guo)(guo)内国(guo)(guo)际(ji)新形势对(dui)加(jia)快建(jian)设交(jiao)通强国(guo)(guo)、构(gou)建(jian)现(xian)(xian)代化(hua)高(gao)质(zhi)量国(guo)(guo)家综合(he)立体交(jiao)通网提出(chu)了新的(de)(de)(de)更(geng)(geng)(geng)高(gao)要(yao)求,必(bi)须更(geng)(geng)(geng)加(jia)突出(chu)创新的(de)(de)(de)核心地位,注重交(jiao)通运(yun)输(shu)(shu)创新驱动和智慧(hui)发展;更(geng)(geng)(geng)加(jia)突出(chu)统筹协(xie)调(diao),注重各种(zhong)运(yun)输(shu)(shu)方(fang)式融合(he)发展和城乡区域交(jiao)通运(yun)输(shu)(shu)协(xie)调(diao)发展;更(geng)(geng)(geng)加(jia)突出(chu)绿色发展,注重国(guo)(guo)土空间开发和生态环(huan)境(jing)保护(hu);更(geng)(geng)(geng)加(jia)突出(chu)高(gao)水(shui)平(ping)(ping)对(dui)外(wai)(wai)开放(fang),注重对(dui)外(wai)(wai)互(hu)联互(hu)通和国(guo)(guo)际(ji)供(gong)应链开放(fang)、安(an)全(quan)、稳定;更(geng)(geng)(geng)加(jia)突出(chu)共享(xiang)发展,注重建(jian)设人(ren)民(min)满意交(jiao)通,满足人(ren)民(min)日益(yi)增(zeng)长(zhang)的(de)(de)(de)美好生活需要(yao)。要(yao)着(zhe)力(li)推动交(jiao)通运(yun)输(shu)(shu)更(geng)(geng)(geng)高(gao)质(zhi)量、更(geng)(geng)(geng)有效率、更(geng)(geng)(geng)加(jia)公平(ping)(ping)、更(geng)(geng)(geng)可持续、更(geng)(geng)(geng)为安(an)全(quan)的(de)(de)(de)发展,发挥交(jiao)通运(yun)输(shu)(shu)在国(guo)(guo)民(min)经(jing)济扩大循(xun)环(huan)规模、提高(gao)循(xun)环(huan)效率、增(zeng)强循(xun)环(huan)动能、降低(di)循(xun)环(huan)成(cheng)本(ben)、保障(zhang)循(xun)环(huan)安(an)全(quan)中(zhong)的(de)(de)(de)重要(yao)作(zuo)用(yong),为全(quan)面建(jian)设社会主义(yi)现(xian)(xian)代化(hua)国(guo)(guo)家提供(gong)有力(li)支(zhi)撑。

(三)运输需求

旅客(ke)(ke)出(chu)行(xing)(xing)(xing)需(xu)求(qiu)稳步增长,高品质、多样化、个性化的(de)需(xu)求(qiu)不(bu)断增强(qiang)。预计(ji)2021至(zhi)2035年(nian)旅客(ke)(ke)出(chu)行(xing)(xing)(xing)量(含小(xiao)(xiao)汽车出(chu)行(xing)(xing)(xing)量)年(nian)均增速为3.2%左右。高铁、民航、小(xiao)(xiao)汽车出(chu)行(xing)(xing)(xing)占比(bi)不(bu)断提升,国际旅客(ke)(ke)出(chu)行(xing)(xing)(xing)以及城市群旅客(ke)(ke)出(chu)行(xing)(xing)(xing)需(xu)求(qiu)更(geng)加旺盛。东部地区仍将是(shi)我国出(chu)行(xing)(xing)(xing)需(xu)求(qiu)最为集中(zhong)的(de)区域,中(zhong)西部地区出(chu)行(xing)(xing)(xing)需(xu)求(qiu)增速加快(kuai)。

货(huo)(huo)物(wu)(wu)运输(shu)需求稳中有升(sheng),高价值、小批(pi)量(liang)、时(shi)效强的需求快速攀升(sheng)。预计(ji)2021至2035年(nian)全社会(hui)货(huo)(huo)运量(liang)年(nian)均增速为(wei)2%左(zuo)右,邮政快递业务量(liang)年(nian)均增速为(wei)6.3%左(zuo)右。外贸货(huo)(huo)物(wu)(wu)运输(shu)保持长期增长态势,大宗散货(huo)(huo)运量(liang)未来一段时(shi)期保持高位(wei)运行(xing)状态。东(dong)部地区(qu)货(huo)(huo)运需求仍(reng)保持较(jiao)大规模(mo),中西(xi)部地区(qu)增速将(jiang)快于东(dong)部地区(qu)。

二、总体要求

(一)指导思想

以(yi)习近平新(xin)时代中(zhong)(zhong)(zhong)国(guo)特色(se)社会(hui)主义思想(xiang)为(wei)(wei)指导,深(shen)入贯(guan)彻党(dang)的(de)(de)(de)(de)十九大(da)和十九届二中(zhong)(zhong)(zhong)、三中(zhong)(zhong)(zhong)、四中(zhong)(zhong)(zhong)、五中(zhong)(zhong)(zhong)全会(hui)精神,统筹推进“五位一(yi)体”总体布局,协调推进“四个全面”战略布局,坚持稳中(zhong)(zhong)(zhong)求进工作总基调,立足新(xin)发展(zhan)阶段,贯(guan)彻新(xin)发展(zhan)理(li)念,构建(jian)(jian)新(xin)发展(zhan)格(ge)局,以(yi)推动高质量(liang)发展(zhan)为(wei)(wei)主题(ti),以(yi)深(shen)化供给(ji)侧(ce)结构性(xing)改(gai)革为(wei)(wei)主线,以(yi)改(gai)革创新(xin)为(wei)(wei)根本(ben)动力,以(yi)满足人民日益增长的(de)(de)(de)(de)美(mei)好生(sheng)活(huo)需要为(wei)(wei)根本(ben)目(mu)的(de)(de)(de)(de),统筹发展(zhan)和安全,充(chong)分(fen)发挥中(zhong)(zhong)(zhong)央和地(di)方两个积极性(xing),更加注重质量(liang)效益、一(yi)体化融合(he)、创新(xin)驱动,打造一(yi)流设施、技术、管(guan)理(li)、服务,构建(jian)(jian)便捷顺(shun)畅、经济(ji)高效、绿色(se)集(ji)约、智能先进、安全可靠的(de)(de)(de)(de)现(xian)代化高质量(liang)国(guo)家综(zong)合(he)立体交(jiao)通网(wang),加快建(jian)(jian)设交(jiao)通强国(guo),为(wei)(wei)全面建(jian)(jian)设社会(hui)主义现(xian)代化国(guo)家当好先行。

(二)工作原则

——服(fu)务大(da)(da)局、服(fu)务人民。立足全面建设(she)社会主义现代化国(guo)家大(da)(da)局,坚持(chi)(chi)适度超前,推进交通(tong)与国(guo)土空间开(kai)发保护(hu)、产业发展、新(xin)型城镇化协调(diao)发展,促进军民融合发展,有(you)效(xiao)支(zhi)撑国(guo)家重大(da)(da)战(zhan)略。立足扩大(da)(da)内(nei)需战(zhan)略基点,拓展投资(zi)空间,有(you)效(xiao)促进国(guo)民经济良性(xing)循环。坚持(chi)(chi)以人民为(wei)中(zhong)心,建设(she)人民满意交通(tong),不断增强人民群众的获得感、幸福感、安全感。

——立(li)足国情、改革开(kai)放(fang)。准(zhun)确把握新发(fa)(fa)展阶段要(yao)求(qiu)和资源(yuan)禀赋(fu)气候特征,加强资源(yuan)节约集约利用,探索中(zhong)国特色交通运输(shu)(shu)(shu)现(xian)代化(hua)发(fa)(fa)展模式和路(lu)径。充分(fen)发(fa)(fa)挥市场(chang)在(zai)资源(yuan)配置中(zhong)的(de)决定性作用,更(geng)好(hao)发(fa)(fa)挥政府作用,深化(hua)交通运输(shu)(shu)(shu)体系改革,破(po)除制(zhi)约高(gao)质量发(fa)(fa)展的(de)体制(zhi)机制(zhi)障碍(ai),构建统一(yi)开(kai)放(fang)竞争(zheng)有序的(de)交通运输(shu)(shu)(shu)市场(chang)。服务“一(yi)带一(yi)路(lu)”建设,加强国际互(hu)联互(hu)通,深化(hua)交通运输(shu)(shu)(shu)开(kai)放(fang)合(he)作,提高(gao)全球(qiu)运输(shu)(shu)(shu)网络和物(wu)流供应链体系安(an)全性、开(kai)放(fang)性、可靠(kao)性。

——优化(hua)(hua)结(jie)构(gou)(gou)、统(tong)筹融合(he)。坚(jian)持系统(tong)观念,加(jia)强(qiang)前(qian)瞻性思考、全局(ju)性谋划、战略性布局(ju)、整体(ti)性推(tui)进。加(jia)强(qiang)规(gui)划统(tong)筹,优化(hua)(hua)网络布局(ju),创(chuang)新运(yun)输(shu)组织,调整运(yun)输(shu)结(jie)构(gou)(gou),实现(xian)供给和(he)需(xu)求更(geng)高(gao)水(shui)平的动态平衡。推(tui)动融合(he)发(fa)展,加(jia)强(qiang)交通运(yun)输(shu)资源整合(he)和(he)集(ji)约利用,促进交通运(yun)输(shu)与相(xiang)关产(chan)业深度融合(he)。强(qiang)化(hua)(hua)衔(xian)接联通,提升设施网络化(hua)(hua)和(he)运(yun)输(shu)服务一体(ti)化(hua)(hua)水(shui)平,提升综合(he)交通运(yun)输(shu)整体(ti)效率。

——创(chuang)新(xin)智慧(hui)、安(an)全绿色。坚持创(chuang)新(xin)核心地位,注重科技赋(fu)能(neng)(neng)(neng),促进交通(tong)运(yun)输提效能(neng)(neng)(neng)、扩功能(neng)(neng)(neng)、增动能(neng)(neng)(neng)。推(tui)进交通(tong)基础设施数字化(hua)、网联(lian)化(hua),提升交通(tong)运(yun)输智慧(hui)发(fa)(fa)展(zhan)水平。统筹发(fa)(fa)展(zhan)和安(an)全,加强交通(tong)运(yun)输安(an)全与应急保(bao)障能(neng)(neng)(neng)力建设。加快推(tui)进绿色低碳发(fa)(fa)展(zhan),交通(tong)领域二氧(yang)化(hua)碳排(pai)放(fang)尽早达峰,降(jiang)低污染物及温室(shi)气体排(pai)放(fang)强度(du),注重生态环境保(bao)护修(xiu)复,促进交通(tong)与自然(ran)和谐(xie)发(fa)(fa)展(zhan)。

(三)发展目标

到2035年,基(ji)(ji)本(ben)建(jian)成(cheng)便捷顺畅、经济高效(xiao)、绿(lv)色集约(yue)、智能先进、安全(quan)可靠的(de)现(xian)代(dai)化(hua)高质量(liang)国(guo)家综(zong)合立体(ti)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)网,实现(xian)国(guo)际国(guo)内(nei)互联互通(tong)(tong)(tong)、全(quan)国(guo)主(zhu)(zhu)(zhu)要(yao)城(cheng)(cheng)市(shi)立体(ti)畅达(da)(da)、县级节点有(you)(you)效(xiao)覆盖(gai),有(you)(you)力(li)支(zhi)撑(cheng)“全(quan)国(guo)123出行交(jiao)(jiao)(jiao)通(tong)(tong)(tong)圈”(都(dou)市(shi)区1小(xiao)(xiao)时(shi)(shi)通(tong)(tong)(tong)勤、城(cheng)(cheng)市(shi)群(qun)2小(xiao)(xiao)时(shi)(shi)通(tong)(tong)(tong)达(da)(da)、全(quan)国(guo)主(zhu)(zhu)(zhu)要(yao)城(cheng)(cheng)市(shi)3小(xiao)(xiao)时(shi)(shi)覆盖(gai))和“全(quan)球123快货物流(liu)圈”(国(guo)内(nei)1天送达(da)(da)、周(zhou)边国(guo)家2天送达(da)(da)、全(quan)球主(zhu)(zhu)(zhu)要(yao)城(cheng)(cheng)市(shi)3天送达(da)(da))。交(jiao)(jiao)(jiao)通(tong)(tong)(tong)基(ji)(ji)础设(she)施质量(liang)、智能化(hua)与(yu)绿(lv)色化(hua)水平居世界前列。交(jiao)(jiao)(jiao)通(tong)(tong)(tong)运输全(quan)面适应人民日益增长的(de)美好生(sheng)活需要(yao),有(you)(you)力(li)保障国(guo)家安全(quan),支(zhi)撑(cheng)我国(guo)基(ji)(ji)本(ben)实现(xian)社会主(zhu)(zhu)(zhu)义(yi)现(xian)代(dai)化(hua)。

到本世(shi)纪中叶,全面建成(cheng)现(xian)代化高质量国家综(zong)合(he)立(li)体交(jiao)(jiao)通网(wang),拥有(you)(you)世(shi)界一流的(de)交(jiao)(jiao)通基(ji)础设施体系,交(jiao)(jiao)通运(yun)输供需(xu)有(you)(you)效平衡、服务优质均等(deng)、安全有(you)(you)力(li)保(bao)障(zhang)。新技术广(guang)泛应用,实现(xian)数字化、网(wang)络化、智能化、绿色化。出行(xing)安全便捷舒适(shi),物流高效经(jing)济可靠,实现(xian)“人享(xiang)其行(xing)、物优其流”,全面建成(cheng)交(jiao)(jiao)通强国,为全面建成(cheng)社会主义现(xian)代化强国当好先行(xing)。

三、优化国家综合立体交通布局

(一)构建完善的国家综合立体交通网

国(guo)家综合(he)立(li)体(ti)交通网连(lian)接全国(guo)所有县级及以(yi)(yi)上(shang)行政区、边(bian)境口岸、国(guo)防设(she)施(shi)、主要(yao)景区等。以(yi)(yi)统(tong)筹(chou)融合(he)为(wei)导向,着(zhe)力补(bu)短板、重衔(xian)接、优(you)(you)(you)网络(luo)、提(ti)效(xiao)能,更(geng)加注重存量资源优(you)(you)(you)化(hua)利(li)用和增量供给(ji)质量提(ti)升(sheng)。完(wan)善铁(tie)(tie)路、公(gong)路、水运、民航(hang)、邮政快递(di)等基础设(she)施(shi)网络(luo),构建以(yi)(yi)铁(tie)(tie)路为(wei)主干,以(yi)(yi)公(gong)路为(wei)基础,水运、民航(hang)比较优(you)(you)(you)势充分发(fa)挥的国(guo)家综合(he)立(li)体(ti)交通网。

到2035年,国家综合(he)立体交(jiao)通网实(shi)体线网总规模(mo)合(he)计(ji)70万(wan)公(gong)里(li)(li)左(zuo)右(you)(you)(you)(you)(you)(不(bu)含国际(ji)陆路(lu)(lu)通道境外(wai)段(duan)、空中及海上航路(lu)(lu)、邮路(lu)(lu)里(li)(li)程)。其中铁路(lu)(lu)20万(wan)公(gong)里(li)(li)左(zuo)右(you)(you)(you)(you)(you),公(gong)路(lu)(lu)46万(wan)公(gong)里(li)(li)左(zuo)右(you)(you)(you)(you)(you),高等级(ji)航道2.5万(wan)公(gong)里(li)(li)左(zuo)右(you)(you)(you)(you)(you)。沿海主要港口27个,内(nei)河主要港口36个,民用运输机(ji)场400个左(zuo)右(you)(you)(you)(you)(you),邮政快递枢纽80个左(zuo)右(you)(you)(you)(you)(you)。

(二)加快建设高效率国家综合立体交通网主骨架

国(guo)家综(zong)合立体(ti)交通网主骨架由国(guo)家综(zong)合立体(ti)交通网中最(zui)为关键(jian)的(de)线网构(gou)成,是(shi)我国(guo)区(qu)域间(jian)、城市群间(jian)、省际(ji)间(jian)以及(ji)连通国(guo)际(ji)运输的(de)主动脉,是(shi)支撑国(guo)土空间(jian)开发保护的(de)主轴(zhou)线,也是(shi)各种运输方式资源(yuan)配置效(xiao)率最(zui)高、运输强度最(zui)大的(de)骨干网络。

依据国(guo)家区(qu)(qu)域(yu)发(fa)展战略和(he)国(guo)土(tu)空(kong)间(jian)(jian)开(kai)发(fa)保护格局,结(jie)合(he)(he)未(wei)来交(jiao)(jiao)通(tong)(tong)运输(shu)发(fa)展和(he)空(kong)间(jian)(jian)分布(bu)特点,将重点区(qu)(qu)域(yu)按照交(jiao)(jiao)通(tong)(tong)运输(shu)需求量级划(hua)分为(wei)3类。京津冀(ji)、长(zhang)三角、粤港澳大(da)湾区(qu)(qu)和(he)成渝地(di)区(qu)(qu)双城(cheng)经(jing)济圈4个地(di)区(qu)(qu)作(zuo)(zuo)为(wei)极,长(zhang)江中游、山东(dong)半岛(dao)、海(hai)峡西岸、中原地(di)区(qu)(qu)、哈(ha)长(zhang)、辽中南、北部湾和(he)关中平原8个地(di)区(qu)(qu)作(zuo)(zuo)为(wei)组(zu)群(qun),呼包鄂榆、黔中、滇中、山西中部、天山北坡、兰西、宁夏沿黄(huang)、拉(la)萨和(he)喀什9个地(di)区(qu)(qu)作(zuo)(zuo)为(wei)组(zu)团。按照极、组(zu)群(qun)、组(zu)团之间(jian)(jian)交(jiao)(jiao)通(tong)(tong)联系强度,打(da)造由主(zhu)轴、走廊、通(tong)(tong)道(dao)组(zu)成的国(guo)家综合(he)(he)立体(ti)交(jiao)(jiao)通(tong)(tong)网主(zhu)骨(gu)架。国(guo)家综合(he)(he)立体(ti)交(jiao)(jiao)通(tong)(tong)网主(zhu)骨(gu)架实体(ti)线网里(li)(li)程29万公(gong)里(li)(li)左右,其中国(guo)家高(gao)速铁路(lu)5.6万公(gong)里(li)(li)、普速铁路(lu)7.1万公(gong)里(li)(li);国(guo)家高(gao)速公(gong)路(lu)6.1万公(gong)里(li)(li)、普通(tong)(tong)国(guo)道(dao)7.2万公(gong)里(li)(li);国(guo)家高(gao)等级航道(dao)2.5万公(gong)里(li)(li)。

加快既有设(she)(she)施(shi)(shi)智(zhi)(zhi)(zhi)(zhi)能(neng)化(hua)。利用(yong)新技(ji)术赋(fu)能(neng)交(jiao)通(tong)基础设(she)(she)施(shi)(shi)发展,加强(qiang)既有交(jiao)通(tong)基础设(she)(she)施(shi)(shi)提质(zhi)升级,提高(gao)(gao)设(she)(she)施(shi)(shi)利用(yong)效(xiao)率和(he)(he)服务(wu)水平(ping)(ping)。运用(yong)现代控制技(ji)术提升铁路(lu)(lu)全(quan)路(lu)(lu)网(wang)列车调(diao)度(du)指挥和(he)(he)运输管理(li)智(zhi)(zhi)(zhi)(zhi)能(neng)化(hua)水平(ping)(ping)。推(tui)动(dong)(dong)公路(lu)(lu)路(lu)(lu)网(wang)管理(li)和(he)(he)出(chu)行(xing)信息服务(wu)智(zhi)(zhi)(zhi)(zhi)能(neng)化(hua),完善道(dao)路(lu)(lu)交(jiao)通(tong)监(jian)控设(she)(she)备及配套网(wang)络。加强(qiang)内河(he)高(gao)(gao)等级航道(dao)运行(xing)状态在(zai)线监(jian)测(ce),推(tui)动(dong)(dong)船岸协(xie)同、自动(dong)(dong)化(hua)码头和(he)(he)堆场发展。发展新一代空管系统,推(tui)进空中交(jiao)通(tong)服务(wu)、流量管理(li)和(he)(he)空域(yu)管理(li)智(zhi)(zhi)(zhi)(zhi)能(neng)化(hua),推(tui)进各方(fang)信息共享。推(tui)动(dong)(dong)智(zhi)(zhi)(zhi)(zhi)能(neng)网(wang)联汽车与智(zhi)(zhi)(zhi)(zhi)慧城(cheng)(cheng)(cheng)市协(xie)同发展,建(jian)(jian)设(she)(she)城(cheng)(cheng)(cheng)市道(dao)路(lu)(lu)、建(jian)(jian)筑、公共设(she)(she)施(shi)(shi)融(rong)合(he)感知(zhi)体系,打造基于城(cheng)(cheng)(cheng)市信息模型平(ping)(ping)台、集城(cheng)(cheng)(cheng)市动(dong)(dong)态静态数(shu)据(ju)于一体的智(zhi)(zhi)(zhi)(zhi)慧出(chu)行(xing)平(ping)(ping)台。

(三)推进绿色发展和人文建设

推进(jin)(jin)绿色低(di)(di)碳(tan)发(fa)展。促进(jin)(jin)交通基础设(she)施(shi)(shi)与生(sheng)态空间协调,最(zui)大(da)限(xian)度(du)保护(hu)重要生(sheng)态功能区(qu)(qu)、避让生(sheng)态环境敏感区(qu)(qu),加(jia)强永久基本农田保护(hu)。实施(shi)(shi)交通生(sheng)态修复提升工程,构(gou)建(jian)生(sheng)态化交通网络(luo)。加(jia)强科研(yan)攻关,改进(jin)(jin)施(shi)(shi)工工艺,从源(yuan)头减少交通噪声(sheng)、污染(ran)物、二氧化碳(tan)等排放。加(jia)大(da)交通污染(ran)监(jian)测和(he)(he)综(zong)合治理(li)力度(du),加(jia)强交通环境风险防控,落实生(sheng)态补(bu)偿(chang)机制。优化调整运(yun)输结构(gou),推进(jin)(jin)多式联运(yun)型物流园区(qu)(qu)、铁(tie)(tie)路(lu)专(zhuan)用线建(jian)设(she),形(xing)成以铁(tie)(tie)路(lu)、水运(yun)为主的大(da)宗货物和(he)(he)集装箱中长距(ju)离运(yun)输格局。加(jia)强可(ke)再生(sheng)能源(yuan)、新能源(yuan)、清洁能源(yuan)装备设(she)施(shi)(shi)更新利用和(he)(he)废旧建(jian)材(cai)再生(sheng)利用,促进(jin)(jin)交通能源(yuan)动力系统清洁化、低(di)(di)碳(tan)化、高效化发(fa)展,推进(jin)(jin)快递包装绿色化、减量化、可(ke)循(xun)环。

加强(qiang)(qiang)交(jiao)通运(yun)输(shu)(shu)人(ren)文(wen)(wen)建设(she)(she)(she)。完善(shan)交(jiao)通基础设(she)(she)(she)施(shi)、运(yun)输(shu)(shu)装备(bei)功能配置和(he)运(yun)输(shu)(shu)服(fu)务标准规范(fan)体(ti)(ti)系,满足不(bu)同群体(ti)(ti)出(chu)行多样化(hua)、个性化(hua)要求。加强(qiang)(qiang)无障(zhang)(zhang)碍设(she)(she)(she)施(shi)建设(she)(she)(she),完善(shan)无障(zhang)(zhang)碍装备(bei)设(she)(she)(she)备(bei),提(ti)高(gao)特(te)殊人(ren)群出(chu)行便(bian)利程度和(he)服(fu)务水(shui)平。健全(quan)老年人(ren)交(jiao)通运(yun)输(shu)(shu)服(fu)务体(ti)(ti)系,满足老龄化(hua)社会交(jiao)通需(xu)求。创新(xin)服(fu)务模式,提(ti)升运(yun)输(shu)(shu)服(fu)务人(ren)性化(hua)、精(jing)细化(hua)水(shui)平。加强(qiang)(qiang)交(jiao)通文(wen)(wen)明宣传教育,弘扬优秀交(jiao)通文(wen)(wen)化(hua),提(ti)高(gao)交(jiao)通参与者守法意识和(he)道德水(shui)平。

(四)提升治理能力

深化(hua)交(jiao)通(tong)(tong)运(yun)(yun)输行(xing)业(ye)改革(ge)(ge)。深化(hua)简政(zheng)放(fang)权、放(fang)管结合(he)(he)(he)、优化(hua)服务(wu)改革(ge)(ge),持续优化(hua)营商(shang)环(huan)境,形成统一(yi)开放(fang)竞争(zheng)有(you)序的(de)交(jiao)通(tong)(tong)运(yun)(yun)输市场。建(jian)(jian)立(li)健(jian)全适应(ying)国(guo)家(jia)综(zong)合(he)(he)(he)立(li)体交(jiao)通(tong)(tong)高质量(liang)(liang)发展的(de)体制(zhi)机(ji)制(zhi),完善综(zong)合(he)(he)(he)交(jiao)通(tong)(tong)运(yun)(yun)输发展战略规划政(zheng)策(ce)体系。推进铁路(lu)行(xing)业(ye)竞争(zheng)性(xing)(xing)环(huan)节(jie)市场化(hua)改革(ge)(ge),深化(hua)国(guo)家(jia)空管体制(zhi)改革(ge)(ge),实现邮政(zheng)普遍服务(wu)业(ye)务(wu)与(yu)竞争(zheng)性(xing)(xing)业(ye)务(wu)分(fen)业(ye)经营。完善交(jiao)通(tong)(tong)运(yun)(yun)输与(yu)国(guo)土空间开发、城乡建(jian)(jian)设(she)、生态环(huan)境保(bao)护等政(zheng)策(ce)协商(shang)机(ji)制(zhi),推进多(duo)规融合(he)(he)(he),提(ti)高政(zheng)策(ce)统一(yi)性(xing)(xing)、规则一(yi)致性(xing)(xing)和(he)执行(xing)协同(tong)性(xing)(xing)。加(jia)快制(zhi)定综(zong)合(he)(he)(he)交(jiao)通(tong)(tong)枢纽、多(duo)式联运(yun)(yun)、新业(ye)态新模式等标(biao)(biao)(biao)准(zhun)(zhun)(zhun)规范,加(jia)强不同(tong)运(yun)(yun)输方式标(biao)(biao)(biao)准(zhun)(zhun)(zhun)统筹协调,构建(jian)(jian)符合(he)(he)(he)高质量(liang)(liang)发展的(de)标(biao)(biao)(biao)准(zhun)(zhun)(zhun)体系。加(jia)强交(jiao)通(tong)(tong)国(guo)际交(jiao)流合(he)(he)(he)作,积极(ji)参(can)与(yu)国(guo)际交(jiao)通(tong)(tong)组织(zhi),推动标(biao)(biao)(biao)准(zhun)(zhun)(zhun)国(guo)际互认,提(ti)升中国(guo)标(biao)(biao)(biao)准(zhun)(zhun)(zhun)的(de)国(guo)际化(hua)水(shui)平。以(yi)大数据、信用信息共(gong)享为基础,构建(jian)(jian)综(zong)合(he)(he)(he)交(jiao)通(tong)(tong)运(yun)(yun)输新型治理机(ji)制(zhi)。

加(jia)强交通(tong)(tong)运(yun)输法(fa)治建设。坚持法(fa)治引领,深化(hua)交通(tong)(tong)运(yun)输法(fa)治政(zheng)府部门建设。推动综(zong)合(he)(he)交通(tong)(tong)等(deng)重点立(li)法(fa)项目制(zhi)定修(xiu)订进(jin)程(cheng),促进(jin)不同运(yun)输方式法(fa)律(lv)制(zhi)度的有效衔接(jie),完善综(zong)合(he)(he)交通(tong)(tong)法(fa)规(gui)(gui)体(ti)系(xi)。全(quan)面加(jia)强规(gui)(gui)范化(hua)建设,提(ti)升交通(tong)(tong)运(yun)输执法(fa)队伍能力和水平(ping),严格规(gui)(gui)范公(gong)正(zheng)文明执法(fa)。落实普(pu)法(fa)责任(ren)制(zhi),营造行业良好法(fa)治环(huan)境,把法(fa)治要求贯(guan)穿于综(zong)合(he)(he)交通(tong)(tong)运(yun)输规(gui)(gui)划、建设、管理、运(yun)营服务、安全(quan)生产各(ge)环(huan)节全(quan)过程(cheng)。

(一)加强党的领导

(二)加强组织协调

加(jia)强(qiang)本规(gui)(gui)划纲要实施(shi)组(zu)织保障体系建设(she),建立健(jian)全实施(shi)协(xie)调推进机制(zhi),强(qiang)化(hua)部(bu)门协(xie)同(tong)和上下联动,推动各类交通基础设(she)施(shi)统筹规(gui)(gui)划、协(xie)同(tong)建设(she)。财政、自然资源、住(zhu)房城(cheng)乡建设(she)、生态环境等部(bu)门要细化(hua)完善财政、用(yong)地、用(yong)海、城(cheng)乡建设(she)、环保等配(pei)套(tao)政策及标准规(gui)(gui)范。健(jian)全本规(gui)(gui)划纲要与(yu)各类各级规(gui)(gui)划衔接机制(zhi)。

(三)加强资源支撑

加强国(guo)家综(zong)合立(li)体交通(tong)(tong)(tong)网(wang)规(gui)划项(xiang)目土地(di)等(deng)资(zi)源(yuan)供给(ji),规(gui)划、建设(she)过程严格用(yong)地(di)控制(zhi),突出立(li)体、集约(yue)、节约(yue)思维,提高交通(tong)(tong)(tong)用(yong)地(di)复合程度,盘活闲置交通(tong)(tong)(tong)用(yong)地(di)资(zi)源(yuan),完善公共交通(tong)(tong)(tong)引导土地(di)开发的相(xiang)(xiang)关政(zheng)策。建立(li)国(guo)土空间规(gui)划等(deng)相(xiang)(xiang)关规(gui)划与交通(tong)(tong)(tong)规(gui)划协(xie)调机(ji)制(zhi)和动态调整管(guan)理政(zheng)策。

(四)加强资金保障

建(jian)(jian)立完善与(yu)(yu)(yu)交(jiao)(jiao)通(tong)运(yun)输发(fa)(fa)展阶段特(te)征相适应的(de)资金(jin)保障(zhang)制度,落实中央与(yu)(yu)(yu)地(di)方在交(jiao)(jiao)通(tong)运(yun)输领域的(de)财政(zheng)事权(quan)和(he)支(zhi)(zhi)(zhi)出责(ze)任,确保各交(jiao)(jiao)通(tong)专(zhuan)项资金(jin)支(zhi)(zhi)(zhi)持(chi)(chi)交(jiao)(jiao)通(tong)发(fa)(fa)展。创新(xin)投(tou)融资政(zheng)策(ce)(ce),健(jian)(jian)全(quan)与(yu)(yu)(yu)项目资金(jin)需求和(he)期限相匹配(pei)的(de)长期资金(jin)筹措(cuo)渠道(dao)。构建(jian)(jian)形成效益(yi)增长与(yu)(yu)(yu)风险防控可持(chi)(chi)续发(fa)(fa)展的(de)投(tou)资机(ji)制,防范化(hua)解(jie)债务(wu)风险。健(jian)(jian)全(quan)公益(yi)性基础设(she)施建(jian)(jian)设(she)运(yun)营支(zhi)(zhi)(zhi)持(chi)(chi)政(zheng)策(ce)(ce)体(ti)系,加大(da)对欠发(fa)(fa)达地(di)区和(he)边境地(di)区支(zhi)(zhi)(zhi)持(chi)(chi)力度。进一步(bu)调(diao)整完善支(zhi)(zhi)(zhi)持(chi)(chi)邮(you)政(zheng)、水运(yun)等发(fa)(fa)展的(de)资金(jin)政(zheng)策(ce)(ce)。支(zhi)(zhi)(zhi)持(chi)(chi)各类(lei)金(jin)融机(ji)构依法合规为(wei)市场(chang)化(hua)运(yun)作的(de)交(jiao)(jiao)通(tong)发(fa)(fa)展提供融资,引导社会(hui)资本积极参与(yu)(yu)(yu)交(jiao)(jiao)通(tong)基础设(she)施建(jian)(jian)设(she)。

(五)加强实施管理

建(jian)立综合交(jiao)通(tong)规(gui)(gui)划(hua)(hua)(hua)管理制(zhi)度(du)。本规(gui)(gui)划(hua)(hua)(hua)纲要(yao)实(shi)施过程中(zhong)要(yao)加(jia)强与(yu)国(guo)(guo)民经济和(he)(he)社会发展(zhan)、国(guo)(guo)土(tu)空间、区(qu)域发展(zhan)、流域等相(xiang)(xiang)(xiang)关(guan)规(gui)(gui)划(hua)(hua)(hua)衔(xian)接(jie),与(yu)城乡建(jian)设发展(zhan)相(xiang)(xiang)(xiang)统(tong)筹。各地(di)在编制(zhi)交(jiao)通(tong)运输(shu)相(xiang)(xiang)(xiang)关(guan)规(gui)(gui)划(hua)(hua)(hua)中(zhong),要(yao)与(yu)本规(gui)(gui)划(hua)(hua)(hua)纲要(yao)做好(hao)衔(xian)接(jie),有关(guan)项目(mu)纳(na)入国(guo)(guo)土(tu)空间规(gui)(gui)划(hua)(hua)(hua)和(he)(he)相(xiang)(xiang)(xiang)关(guan)专项规(gui)(gui)划(hua)(hua)(hua)。交(jiao)通(tong)运输(shu)部要(yao)会同(tong)有关(guan)部门加(jia)强本规(gui)(gui)划(hua)(hua)(hua)纲要(yao)实(shi)施动态监测(ce)与(yu)评估(gu),组(zu)织开展(zhan)交(jiao)通(tong)强国(guo)(guo)建(jian)设试(shi)点工作(zuo),在通(tong)道、枢纽、技术创新、安全(quan)绿色低碳等方面科(ke)学论(lun)证并组(zu)织实(shi)施一批(pi)重大工程,强化本规(gui)(gui)划(hua)(hua)(hua)纲要(yao)实(shi)施进展(zhan)统(tong)计与(yu)监测(ce)工作(zuo),定期开展(zhan)规(gui)(gui)划(hua)(hua)(hua)评估(gu),依据国(guo)(guo)家(jia)发展(zhan)规(gui)(gui)划(hua)(hua)(hua)进行动态调整(zheng)或修订(ding)。重大事项及时(shi)向党中(zhong)央、国(guo)(guo)务(wu)院报告。
